New top story from Time: U.K.’s Boris Johnson Denies Wrongdoing in Ties With American Tech Entrepreneur

(LONDON) — British Prime Minister Boris Johnson denied wrongdoing Sunday over his links to an American businesswoman who allegedly received money and favorable treatment because of their friendship during his time as mayor of London.

Asked during a BBC interview about his ties to tech entrepreneur and model Jennifer Arcuri, Johnson sought to suggest that political motivations were behind the decision Friday by the Greater London Authority to refer a conduct matter to a police watchdog agency.

The matter arose from a Sunday Times report saying Arcuri was given 126,000 pounds in public money and privileged access to trade missions to the United States, Israel and Asia that Johnson led as mayor, even though her fledgling business had not yet met eligibility requirements for such trips.

“Everything was done in accordance with the code … and everything was done with full propriety,” Johnson said Sunday. When pressed again by BBC journalist Andrew Marr, Johnson added: “There was no interest to declare.”

The scandal worsened Sunday as Johnson’s Conservative Party was opening its annual party conference in Manchester following a tumultuous week for a leader who has only been in the job since July.

In just the last few days, the U.K. Supreme Court declared Johnson’s attempt to suspend Parliament illegal and he cut short a trip to the United States, racing home to face the House of Commons, where lawmakers greeted him with cries of “Resign!” He then lost a vote on a normally routine matter — a request to adjourn for a week so that Conservatives could attend their conference.

Complicating things further, questions were raised about the 55-year-old Johnson’s links to Arcuri, now 34, who set up a cyber firm in East London after moving to the capital seven years ago.

Yet even as the British leader visited North Manchester General Hospital on Sunday to talk about his government’s plans to build 40 hospitals, his efforts failed to change the subject.

“Let’s be absolutely clear, I am very, very proud of everything that we did and certainly everything that I did as mayor of London,” he said, adding that the current London mayor, Sadiq Khan of the Labour Party, “could possibly spend more time investing in police officers than he is investing in press officers and peddling this kind of stuff.”

The independent office, which oversees police complaints in England, was asked to consider if there were grounds to investigate Johnson for misconduct in public office. The authority said Friday it had a “statutory duty” to record the matter because Johnson served as police commissioner during his 2008-2016 tenure as London’s mayor.

The probe is the latest sign of animosity that has consumed British politics since the country narrowly voted in 2016 to leave the European Union. Three years later, Britain and its politicians remain bitterly divided over how, or even whether, to leave the 28-nation bloc.

Johnson took power two months ago with a “do-or-die” promise that Britain will leave the EU on the scheduled date of Oct. 31 — even if there’s no divorce deal outlining Britain’s commercial relations with the other 27 EU nations. His foes in Parliament are determined to avoid a no-deal exit, which economists say would plunge Britain into recession.

In unusually heated debate Wednesday, Johnson referred to an opposition law ordering a Brexit delay as the “Surrender Act” and said postponing the country’s departure would “betray” the people. He also brushed off concerns that his forceful language might endanger legislators as “humbug.”

Opponents accused him of fomenting hatred in the country with his populist, people-versus-politicians rhetoric.

As tempers smoldered, Johnson rejected the notion that he himself had played a role in whipping up tensions.

“I think I’ve been a model of restraint,” Johnson said Sunday. “But I think everybody should calm down.”

New top story from Time: Martin Scorsese’s Masterful The Irishman Is a Moving Portrait of Betrayal and Regret

Some mornings you may wake up and think, The last thing I’m in the mood for are more stories about men doing manly things. And you may feel that way the morning of the day you see The Irishman—but by day’s end, you may feel something else entirely.

You may also feel you already know a lot, perhaps too much, about Martin Scorsese’s 25^th narrative feature and how it was made: It’s adapted from Charles Brandt’s 2003 true-crime potboiler about a Teamster official and lower-tier mafia figure, Frank Sheeran, who claims he killed Jimmy Hoffa, the onetime Teamster president who went missing in 1975 and was finally declared dead in 1982, though his body was never found. The Irishman unites three actors who have sometimes worked together in various permutations, though all three have never appeared in the same movie. And it took a long time, and a great deal of money, to complete because all three of those actors—Robert De Niro, Al Pacino and Joe Pesci—play characters whose arc spans the 1950s to the early 2000s; their faces, appropriately weathered in real life, required extensive digital de-aging.

But you can’t know all there is to know about The Irishman until you’ve seen it. (The film, produced by Netflix, is the opening film of the New York Film Festival, and can be seen in limited theaters—recommended!—beginning Nov. 1, before hitting the streaming platform Nov. 27.) For the first two and a half hours of its three-and-a-half-hour runtime, The Irishman is clever and entertaining, to the point where you may think that’s all it’s going to be. But its last half-hour is deeply moving in a way that creeps up on you, and it’s then that you see what Scorsese was working toward all along: A mini-history of late-20^th century America as filtered through the eyes of a smalltime guy who needs and wants to believe in his own importance and capacity for decency—and who can’t see, though Scorsese can, that it’s the end of a life that tells the truth about the middle.

The Irishman opens in the early 2000s, as an aged Frank begins recounting, from his nursing-home wheelchair, either the truth as it happened or a series of tall tales. He flashes back to 1975, and then further back, to the mid-1950s, when, as a delivery-truck driver, he meets a guy who will shape the course of his life: Russell Bufalino (Pesci) is the boss of a Northeastern Pennsylvania crime family, one that’s small but mighty. With his creased brow and perpetual scowl, he could be a tortured gremlin out of Dante’s Inferno. Russell will eventually take Frank under his wing, finding work for him that generally consists of rubbing guys out. Sheeran accepts these jobs with equanimity: At one point, he observes a selection of firearms laid out on a bed and explains in voiceover which types are best for which job. For him, guns aren’t totems; they’re disposable tools, and after one has served its purpose, it’s tossed into this or that body of water, where it settles to the bottom like a useless old boot, often joining hundreds of others like it.

In the course of his work Frank meets dozens—sometimes it seems like hundreds—of colorful, crooked people, and Scorsese and screenwriter Steven Zaillian (along with their other partners in crime, cinematographer Rodrigo Prieto and editor Thelma Schoonmaker) delight in introducing them to us, often explaining, with flashcard-style subtitles, how they’ll eventually meet their demise. (Because these guys are based on real-life crime figures, most of them end up being shot in the head, victims of blunt mob hits.) Harvey Keitel shows up in a small role as Angelo Bruno, the head of a Philadelphia crime family who often consorts with Russell, though with his raspy, whispery charm, he’s far more appealing. And eventually, Frank will meet Hoffa (Pacino), by turns garrulous and inscrutable, a leader of men who doesn’t always walk the straight and narrow.

Sheeran becomes Hoffa’s unofficial sometime bodyguard and close friend. And although Hoffa makes it clear, repeatedly, that he doesn’t like or trust anyone in the mob, they’re a necessary cog of the business he’s in. At one point, just after he’s completed a five-year prison sentence for fraud, he calls a meeting in a Miami restaurant with upstart New Jersey Teamster leader and mob guy Anthony Provenzano (Stephen Graham). Provenzano angers Hoffa by showing up late. He’s also dressed in a casual shirt and shorts, while Hoffa, as always, is turned out in a suit. Later, Pacino-as-Hoffa will bellow loudly and repeatedly, to anyone who will listen, about Provenzano’s fashion faux pas: “Who wears shorts to a meetin’?”

Who indeed? The Irishman is so layered with detail, and shifts so gracefully through so many eras, that it’s hard to tease out a clearly defined plot. Even so, the movie is beautifully constructed—you willingly follow wherever it goes. The de-aging is distracting at first: The actors’ eyes look real, but their skin is just a tad rubbery and flat—now and then I had to stave off a PTSD flashback to Robert Zemeckis’ Polar Express.

But the special effects are hardly a deal breaker, and in the end they probably add to the movie’s mythological vibe: The veracity of the real Sheeran’s confession matters less than the fact that De Niro’s version of Sheeran absolutely, without a doubt, pulled the trigger. De Niro gives his best performance in years, with zero mugging or scowling—his Frank is a man of action who’s so busy doing bad stuff, he barely has time to think. The final 30 minutes of the movie show what happens when he does—and even then, whatever reckoning he does is happening deep behind his eyes, and his gaze holds us.

Pesci, too, is terrific, particularly in a thread involving one of Frank’s daughters, Peggy (played as a youngster by Lucy Gallina and as a grownup by Anna Paquin—both are superb). With no kids of his own, Russell longs to earn her affection, but when she looks at him, her face registers nothing but mistrust and revulsion. Pesci’s Russell shows sliver-like flashes of vulnerability, before reverting to his normal state of devil-may-care bullying. His life has no meaning unless he’s in control.

Together, Pesci and De Niro featured, of course, in another Scorsese mob movie, the 1990 Goodfellas, and this movie does bear some slight similarities to that one: In places it has the same freewheeling jauntiness—but not nearly as much macho swagger. The Irishman is, among other things, a movie about betrayal and regret and loss, and it’s moving in a way Goodfellas is not. An old man couldn’t have made that movie, just as a younger one couldn’t have made this one.

And in that spirit, it’s safe to say that a younger Pacino wouldn’t necessarily have made a better Hoffa than the digitally de-aged one. He’s fabulous here, hitting the sweet spot between great and hambone. (Come to think of it, that’s always Pacino at his best.) As Hoffa, he struts and sputters and radiates unexpected warmth. He loves ice cream, and when he gets a sundae in front of him, he stabs into it with his spoon as if it had arrived live on the plate—but boy, he loves every bite. In one of the movie’s most joyous scenes, Hoffa’s son Chuckie (played by Jessie Plemons) foils a possible assassination attempt, which happens, of all places, in a courtroom as Hoffa is standing trial: A man leaps at him, wielding a gun that turns out to be unloaded, and Chuckie knocks him down. With great relish, pushing at the air around him as if he were doing the hokey-pokey at a wedding, Hoffa explains to the whole room what just happened—even though everyone has just seen it—and outlines a key philosophy of self-defense: “You charge, with a gun. With a knife, you run.” Later in the film, he offers another scrap of priceless advice: “Never put a fish in your car.” Both in and out of context, it’s a great line, a catchphrase for all occasions. It could be the new “Say hello to my little friend”—especially among those of us who are now older and, hopefully, wiser.

New top story from Time: California Middle School Student, 13, Dies After Alleged Assault by Fellow Students

A California teenager died on Tuesday, a week after what local police have described as an assault by fellow students on school grounds.

The 13-year-old, identified by the Riverside County Sheriff’s Department by the name Diego, was allegedly punched in the face by two other students in an incident on Sept. 16 at the Landmark Middle School in Moreno County, Calif. Authorities say Diego then fell and hit his head on a concrete pillar, sustaining serious injuries.

Diego was taken to the hospital shortly after the assault, and remained in critical condition for eight days before his death.

“Rigorous medical intervention and treatment efforts at an area hospital were unsuccessful,” a statement from the Riverside County Sheriff’s Department read. “Preparations by Diego’s family are underway for organ donation to transform this tragedy into the gift of life for other children.”

The identities of the suspects are not being revealed because of their age; no further details surrounding the incident or what precipitated it have been made public either, though a bystander reportedly recorded the incident.

Martinrex Kedziora, the district’s superintendent, expressed the community’s sadness during a press conference Wednesday.

“Our community and the Moreno Valley Unified School District family has suffered an immeasurable loss,” he reportedly said. “On behalf of the Board of Education, I want to send my deepest condolences to the family and friends of our beloved student.”

“Diego was not only a brilliant student, but his friends also described him as someone whose smile could light up a room. He was beloved by his classmates, teachers and by his community,” Kedziora also said in a statement shared with TIME. “Diego will be missed greatly by the entire MVUSD school community.”

Kedziora said that counselors would be available at Landmark Middle School to assist anyone affected by Diego’s death. He added that the school district would be working toward “steps to prevent situations like this one from happening again.”

“My hope is that we can come together and remember the life of such a wonderful student, and work to find ways to build bridges and strengthen the bonds between us,” Kedziora concluded.

The two suspects were arrested for the assault that led to Diego’s death and are currently being held at the Riverside County Juvenile Hall. The Riverside County District Attorney’s Office has filed petitions against both with “assault by means of force likely to produce great bodily injury.”

“The Sheriff’s Department joins the community in mourning the loss of this young man,” read the Riverside County Sheriff’s Department’s statement. “Violence in the communities served by the Riverside County Sheriff’s Department will not be tolerated, especially involving our youth.”

(WASHINGTON) — A Bulgarian economist who grew up when her country was a communist nation has been selected to be the next leader of one of capitalism’s premier institutions, the 189-nation International Monetary Fund.

Kristalina Georgieva, a top World Bank official, was chosen by the IMF’s executive board on Wednesday to become the fund’s managing director. She succeeds Christine Lagarde who is stepping down to take over as head of the European Central Bank.

The IMF is the world’s lender of last resort, providing emergency loans when countries are facing financial crisis. Georgieva takes over at a time when the global economy is slowing and the two biggest economies, the United States and China, are engaged in an escalating trade war.

The troubles have raised worries that the global economy could dip into a recession. Last year, Argentina was forced to seek a $57 billion bailout package from the IMF, the largest in the institution’s history.

Speaking to reporters after the IMF’s 24-member board approved her nomination, Georgieva cited a host of challenges, from disappointing global growth, to trade tensions and high debt burdens in many countries.

“Warning signals are flashing and we must be ready to be tested,” she said. “My immediate priority for the IMF is to help members minimize the risk of crises and be ready to cope with downturns.”

Georgieva, who will take over at the IMF on Oct. 1, is the fund’s first leader to come from an emerging market economy rather than one of the traditional European economic powers such as Germany or France.

David Malpass, a Trump administration official, was chosen this year to lead the World Bank, continuing a seven-decade tradition in which the head of the World Bank has always been an American and the head of the IMF has been from a European country.

Georgieva, 65, had held the No. 2 post at the World Bank since early 2017 and gained praise for her efforts to win approval of a $13 billion capital increase for the bank, along with a reform package that seeks to decrease the bank’s lending to wealthier developing countries, such as China, a key goal of the Trump administration.

Eswar Prasad, an economics professor at Cornell University, said one of Georgieva’s immediate challenges will be managing the IMF’s huge financial exposure to Argentina, which he said is a “country facing an economic meltdown with no easy way out.”

Deputy IMF Managing Director David Lipton, who has been leading the IMF on an acting basis, said in an interview Wednesday with Bloomberg Radio that the fund’s Argentina program will likely be on hold for some time as the country deals with severe political and economic uncertainty.

Lipton said the IMF will “work toward an eventual resumption of a relationship — some kind of financial relationship with them — which may have to wait awhile.” He said, “Argentina’s situation right now is extremely complex.”

The IMF’s executive board has had a $5.4 billion loan disbursement to Argentina up for approval since mid-September but has not gone forward with the disbursement. The IMF loan program with Argentina suffered a serious setback when Argentine President Mauricio Macri announced he was seeking to delay loan repayments after he lost an August primary vote to leftist Alberto Fernandez.

Eric LeCompte, executive director of the religious development group Jubilee USA Network, said he expected Georgieva will focus on general inequality, environmental issues and the need for more resources to be directed to developing nations, issues she championed at the World Bank.

When Lagarde, then the French finance minister, became the first woman to head the IMF in 2011, the institution was facing a number of challenges including a sex scandal that had forced her predecessor, Dominique Strauss-Kahn, to step down.

In July, she was nominated to succeed Mario Draghi as head of the ECB, the central bank for the 19 European nations use the euro currency.
