Opinion: Poll Sops: Why Voters Must Question Their Long-Term Feasibility Too
Last week, the International Monetary Fund (IMF) released its latest Fiscal Monitor report, which discusses "fiscal policy in the great election year". A previous edition of the Fiscal Monitor had highlighted a significant policy 'trilemma' stemming from...
- Spending demands on national budgets due to wages, pensions, health care, industrial strategies, environmental concerns, defence, and Sustainable Development Goals;
- Widespread political reluctance to increase taxes;
- The imperative to manage debt and deficits to ensure fiscal stability and financial sustainability
Additionally, escalating interest rates and dimming medium-term growth forecasts complicate debt management. However, according to the IMF, this trilemma would exert a heavy influence globally as 88 countries go to polls this year. The IMF has warned against fiscal slippages this election year.
Tailored Policies
There is no dearth of evidence for such slippages. The Political Business Cycle Theory by William Nordhaus (1975) suggests that elected officials may manipulate economic policies to engineer favourable economic outcomes around election time. In particular, it posits that governments tend to increase public spending and cut taxes to boost economic activity and improve their electoral prospects, even if this may lead to larger deficits and greater long-term debt burdens.
However, India has diverged from this typical scenario in recent years. Instead of succumbing to the temptation of interim budgets that primarily focus on short-term gains and securing votes through new subsidies and other financial incentives, recent approaches by the Union government have prioritised long-term fiscal discipline over populist measures, highlighting a decade of economic stability and empowerment. This marks a departure from the predicted bias towards fiscal slippages in election years.
The concept of fiscal sustainability in welfare states hinges significantly on the notion of fiscal space, which Peter S. Heller defined as the ability of a government to allocate resources for specific goals without compromising on financial health. The challenge of securing such a fiscal space is multifaceted. It requires strategies to generate the necessary funds to meet social obligations while simultaneously ensuring that these financial mechanisms do not stifle economic growth or disrupt fiscal stability. Authors like Marcel (2014) and Harris (2013), along with Ortiz et al. in multiple works emphasise the balance required to manage welfare expenditures and revenue generation.
Questioning Fiscal Proposals Too
While there is a lot of literature on fiscal slippage before elections, there needs to be more focus on how fiscal sustainability is affected after elections when a new government is installed. Often, a new government may become fiscally imprudent in its quest to deliver on pre-poll promises, some of which might be financially ill-judged. Such promises often crowd out capital expenditure, which has a higher multiplier effect on the economy and people's overall well-being. One example of this is poll promises made by the current Karnataka government. Last February, an economic adviser to the state's chief minister claimed that "five poll guarantees is imposing a huge financial burden on the exchequer and exerting significant pressure on the state's economy".
This brings us to a wider debate on empowerment vs. freebies in social policy. While in some cases, cash and subsidies are necessary, political parties and governments should think more about empowering people rather than just doling out freebies.
Entitlement vs Empowerment
Instead of merely providing cash, empowering individuals through social policy can enhance personal agency and reduce the fiscal burden on government resources. There already is substantial theoretical and empirical evidence to support this. The argument draws on Amartya Sen's 'Capability Approach', which emphasises giving people the means to pursue their conception of a good life.
Esther Duflo and Abhijit Banerjee's work found that initiatives aimed at enhancing the skills and productive capabilities of the poor (like vocational training and microfinance) can lead to sustained economic improvements and reduced reliance on state-provided benefits. This further supports the case for promoting empowerment over entitlement.
The intersection of entitlement and empowerment is crucial for sustainable development. While entitlement lays the foundation by establishing legal rights and frameworks that recognise and protect women's rights, empowerment ensures that women have the practical means to utilise these rights to improve their lives and impact their communities. Duflo's research, for example, illustrates how this can bring about improved development outcomes.
The Perils Of Macroeconomic Instability
Freebies announced by several parties during the elections are expansionary. They might widen the fiscal deficit sharply. At the same time, they may hurt macroeconomic stability in the long run and affect private corporate capex recovery. Macroeconomic instability, marked by fluctuations in GDP, inflation rates and employment levels, directly impacts government budgets and expenditures. During economic downturns, reduced tax revenues and increased demand for welfare programmes can strain public finances, necessitating cuts in other areas or more borrowing. This financial pressure may lead to reduced investments in critical long-term social programmes such as education, healthcare, and social security.
Additionally, persistent instability often exacerbates income inequality, and those from lower socioeconomic backgrounds bear the brunt of economic downturns. This widening gap can compel policy adjustments to address disparities through measures like progressive taxation and targeted social assistance. It also necessitates policies aimed at promoting social cohesion and inclusive growth to maintain political and social stability.
Moreover, economic volatility complicates long-term planning and the implementation of social policies. This underlines the need for flexibility and resilience in policy frameworks. Health and educational outcomes can deteriorate during recessions due to reduced spending, and this calls for policies that can adapt and prioritise these sectors even during tough economic times. In the longer term, macroeconomic instability also affects demographic patterns and can influence birth rates and migration.
Balancing Short-Term Gains With Long-Term Feasibility
It's thus necessary to judge political parties not just on the promises they make but also on the fiscal plans they propose to service those promises sustainably. Political campaigns often feature a plethora of pledges designed to attract various voter groups. Yet, the feasibility of these promises needs to be addressed.
The true measure of responsible governance should be the ability of a party to articulate how it will balance short-term electoral incentives with the long-term fiscal health of the economy. This will encourage the evolution of a more informed electorate and promote policies that are not just appealing in the short run but also beneficial and sustainable in the long term.

Review: LSD 2 - Stumper Of A Film Embraces Its Campy, Pulpy Spirit
There is a dichotomy in Love Sex Aur Dhokha 2 that makes itself instantly apparent. The film probes the not-so-secret virtual lives of a generation of youngsters with severely limited attention spans even as it demands complete focus on its bewilderingly whimsical flow of images and sounds. You take your eyes off the screen or let your mind wander for a split second and you are at risk of missing a crucial piece of information or a prickly flash of an image that is meant to speaks volumes. With its constant zaniness and unpredictability, the film's rhythm reflects the untamable impatience of technology-obsessed, instant fame-seeking influencers and YouTubers who inhabit a world of their own for better or for worse.
LSD 2 reveals the many ways in which violence, physical and psychological, is perpetrated on those who exist within the heady bubble and also on those who live outside it. This outright stumper of a film embraces its campy, pulpy spirit with all its might as it satirizes society that is led by technology in directions that it cannot fully grasp, not as yet at nay rate. By the time LSD 3 happens, we will probably know better.
For the moment, LSD 2 raises questions, some playful, others pointed, even profound, about a world in which fake, nearly always, trumps fact. There is a heavy price to be paid for the surrender to the lure of constantly evolving technology, as the three principal characters in the film discover mostly at their own expense.
Written by director and co-producer Dibakar Banerjee with Prateek Vats and Shubham (the writers of Eeb Allay Ooo!), the Ekta Kapoor-produced LSD 2 repeats the three-part interlinked structure of LSD, which was made nearly a decade and a half ago and addressed the impact of recording devices that impinged on people's privacy and endangered their lives and mental well-being.
In the 14 years that have elapsed between the two films, both the hardware and the software have evolved to a point where the line between the real and the virtual, and the tangible and the deepfake, can be erased at the push of a button.
Gen Z appears to thrive on leading double lives but, as a result of the vanishing margins between the imagined and the factual, many are increasingly falling prey to manipulation and the danger of self-harm. That is the principal thematic burden of LSD 2 although it isn't in the least interested in telling the audience what to make of the plight of the people it is about.
Exploring gender fluidity in a manner that isn't remotely self-conscious, LSD 2 replaces the subheads of Love, Sex and Dhokha with Like, Share and Download. Each segment portrays the struggles of individuals trying to leap out of the boxes that a myopic society shoves them into, then slams the lid shut and keeps strict vigil on them.
In the first segment, a transwoman, Noor (Paritosh Tiwari), who aspires to be an acclaimed actress, is a participant in a garish reality show - it is called Truth Ya Naach. It requires her to put her life under the public spotlight. Noor goes on and off camera with an eye on higher ratings as her rivals snap at her heels and keep her on her toes.
The producers of the show - in the judges' seats are Sophie Chaudhry, Tusshar Kapoor and Anu Malik (the only one of the three who does not play himself) - manipulate her into a reunion with her estranged mother (Swaroopa Ghosh). The mother's first reaction on seeing Noor after a two-year hiatus is "dublaa ho gaya hai". She is still averse to accepting her altered sexual identity.
Anu Malik's character throws a fit when the mother croons and the daughter dances to the song. Ordering the duo to stop, he thunders: "Maa se badhkar kuch nahin hain". He follows that up with a mushy ode to motherhood. It is apparent that his outburst is scripted. The ratings go through the roof and it is revealed that this bit of the show has been sponsored "Maa Ki Mamta Aata (Mother's Love Flour).
With the ratings and the truth meter - a method to measure the veracity of statements that the participants make on the show - yo-yo-ing wildly, Noor is under constant pressure to 'perform' her transition for the consumption of the audience.
Her process of gender assertion is reduced to a game controlled by the producers of the show, the sponsors, the public at large and, last but not the least, the anti-vulgarity clause in the rules that govern broadcasting. Technology and a society that is in voyeuristic mode 24/7, personal desire has been snatched away by the collective will of those whose ''likes" can make or break the show.
The next part of LSD 2, too, has a third-gender character, Kulu (Bonita Rajpurohit), struggling with the consequences of being who she is. She is strapped for cash and unapologetic about using her body to earn her a few rupees more.
Kulu works on the cleaning team at a Metro Rail station in Delhi. Her boss, Lovina Singh (Swastika Mukherjee), single mother of a school-going boy (who turns out to be the link between this story and the next), feigns sympathy for her employee when she gets into serious trouble and is in danger of losing her job.
Under mounting pressure from the head honcho, Lovina does her best to control the damage that the negative publicity for her company - which seeks mileage out of giving employment to transgenders - but with every move that she makes she only succeeds in exposing her own and her firm's double standards.
It isn't only in the virtual world that things are phony. In fact, if things are fake in the images and claims that float around in a hyper-connected universe, they are only a reflection of all the pretence that is constantly sought to be passed off as fact.
That is exactly what 18-year-old school boy Shubham Narang (Abhinav Singh), Game Paapi in the virtual world, does in his avatar as a hyper-masculine dude. Artificial intelligence, virtual reality and metaverses have flip sides that extract a high price from those who play along and lose themselves in the dead-end algorithm-driven labyrinths.
The great thing about a Dibakar Banerjee film is that it never fails to spring surprises. LSD 2 has more than its share of fearless flights of fancy. Some land, some don't. But that takes little away. Even when it tends to be baffling, the film makes you think.
If that is the kind of cinema that excites you, LSD 2 might be well worth your time.

"Fat Free At 43": Author Ankur Warikoo Shares His Weight Loss Journey
Ankur Warikoo, a well-known author, entrepreneur, and content creator, announced on X that he'd lost 10 kg over the past year. He also teased a video coming out on April 20th detailing his weight loss journey. In his post, Mr Warikoo shared before-and-after photos from his trainer, Sagar Ahuja, showcasing his transformation. He proudly declared himself "fat-free" at the age of 43.
"Fat free at 43! Video releasing on the 20th, documenting the journey, hopefully inspiring others to take charge of their health," Mr Warikoo wrote on X. He also posted a picture of himself flaunting 6 pack abs.
In a subsequent post, Mr Warikoo shared that he weighed 79 kg in 2023. A year later, his weight had dropped to 69 kg, and he admitted that he felt like a different person after losing 10 kg.

Mr Warikoo's post about weight loss soon went viral and clocked 5 lakh views on X. The post also attracted more than 5,700 likes. Social media users congratulated Mr Wariko for his weight loss transformation.

Man Bites Of Shopkeeper's Finger Over Rs 50, He Wanted To Exchange A Frock
In a shocking incident, a man bit off the fingers of a shopkeeper after a dispute over Rs 50 in Uttar Pradesh's Banda district.
The incident took place when a shopkeeper, Shiv Chandra Karwaria, who sells clothes at a garment shop, said a customer approached his shop to buy a frock. He purchased a frock and went away.
The next day, the man returned to the shop and told Karwaria that the frock he purchased was small and said he wanted a bigger size. The shopkeeper told him that he would have to pay another Rs 50 for a larger frock.
An argument broke out between the two and the customer refused to pay Rs 50.
The matter took an ugly turn when suddenly the man bit off the finger of Karwaria's left hand. He also injured his son by biting him as well.
After that, the accused threw the clothes of the shopkeeper from his shop onto the road and fled.
An injured Karwaria reached a nearby police station and filed a complaint.
Station House Officer (SHO) of Kotwali Naraini, Suresh Saini, said that a case had been registered based on the shopkeeper's complaint.
The SHO said the police were searching for the accused and that legal action would be taken once he was arrested.

Rohit Makes Retirement Stance Clear With Big World Cup, WTC Final Remark
India captain Rohit Sharma is fully focused on the ongoing Indian Premier League (IPL) 2024 season with the Mumbai Indians. With the captaincy responsibility in the T20 league off his shoulders, Rohit is purely looking to enhance his skills as a batter, especially with the T20 World Cup set to take place in June this year. Rohit, who is 36 years old at present, however, has also seen talks about potential retirement hovering around him. In a chat on 'Breakfast With Champions', Rohit touched upon the retirement topic, saying he is still motivated to win the World Cup for India, and potentially the ICC World Test Championship final.
"I haven't really thought about retirement. But, I don't know where life takes you. I am still playing well at this point in time - so I am thinking I am going to continue for a few more years and then, I don't know. I really want to win the World Cup and there is a WTC final in 2025, hopefully India makes it," said Rohit on the show.
Rohit also spoke about India's ODI World Cup 2023 heartbreak where India were beaten by Australia in the final. Unbeaten in the entire tournament, Rohit's India suffered a surprising defeat against Pat Cummins' men to once again return from an ICC event empty-handed.
"50-over World Cup for me is the actual World Cup. We've grown up watching that World Cup. More importantly, it was happening in India in front of our home crowd. We played so well up until that final. When we won the semi-finals, I thought, now we're just a step away. We're doing all the things right."
"What's the one thing that can make us lose the World Cup? Not a single thing came to my mind. Because I thought we ticked all the boxes, we were playing good cricket. Confidence was there."
"We were all supposed to have one bad day and that I guess that was our bad day. Don't think we played bad cricket in that final, certain things didn't go our way. But Australia were slightly better than us," said Rohit.

"No Role Clarity, Only One Batter In Form": IPL-Winning Coach Slams RCB
Royal Challengers Bengaluru (RCB) slumped to yet another defeat in the ongoing season of the Indian Premier League (IPL), going down to Lucknow Super Giants (LSG) at home on Tuesday. RCB have now lost three of their four games, having only beaten Punjab Kings (PBKS) so far. Against LSG, RCB were bowled out for 153 in 19.4 overs while chasing 182. Barring Virat Kohli, no other batter has managed to give a good account for himself. While analysing the defeat, former SunRisers Hyderabad head coach Tom Moody highlighted RCB's achilles heel so far in the season.
Moody feels the lack of role clarity among batters is really hurting RCB, adding that the "chop and change" policy is a cause of concern.
"From a players' perspective, there is talk about role clarity and it looks like there isn't any role clarity in RCB. They are still searching for their best combination. It's like until they start winning a couple of games, they won't settle on that set batting order," Moody said on ESPNcricinfo.
"They've only got one batter in form, that's Virat Kohli. Faf, Green, Maxwell, and Patidar haven't found their feet yet and they don't know what their best lineup and batting order is, which is also disruptive in any team environment," he added.
Coming back to RCB's chase, the home side lost the wickets of Kohli, skipper Faf du Plessis and Maxwell in the space of nine deliveries and three runs.

Sand Substitute Developed By Indian Experts For Eco-Friendly Construction
Scientists at the Indian Institute of Science (IISc) in Bengaluru have created a promising new material that can replace natural sand in construction. This development comes as a response to the growing scarcity of sand, a crucial component in building materials.
The team at IISc's Centre for Sustainable Technologies (CST) is exploring methods to utilise carbon dioxide (CO2) captured from industrial waste gases. They treat excavated soil and construction waste with this CO2, transforming it into a viable sand alternative.
"These materials can then be used to partially replace natural sand. This would not only reduce the environmental impact of construction materials but also impart properties that can enhance their use for construction," stated IISc in a press release.
Led by Assistant Professor Souradeep Gupta, the research demonstrates that using CO2-treated construction waste in mortar, followed by curing in a CO2-rich environment, significantly accelerates the development of the material's strength.
"CO2 utilisation and sequestration can be a scalable and feasible technology for manufacturing low-carbon prefabricated building products while being aligned with the nation's decarbonisation targets," explains Dr Souradeep Gupta, whose lab is carrying out these studies.
This innovative process boasts a 20-22% increase in the material's compressive strength. Additionally, injecting CO2 into clay soil, commonly found at construction sites, improves its interaction with cement and lime. This not only stabilises the clay but also enhances its overall engineering performance.
Dr Gupta's team's research extends further. They've explored incorporating captured CO2 into excavated soil to create cement-lime-soil composites, potentially replacing up to half of the fine aggregates typically used in mortar. This technique promotes the formation of calcium carbonate crystals, leading to improved strength and reduced pore space. Exposing these materials to CO2 further accelerates curing and increases early-age strength by 30%.
The researchers have also developed 3D-printable materials using stabilised excavated soil combined with binders like cement, slag, and fly ash. These materials offer superior printability, potentially reducing the need for cement and sand by up to 50% each.
Future research will focus on the impact of industrial flue gas on these materials' properties, paving the way for industrial applications and potentially revising standards for cement-based construction materials.

Woman Spikes Pregnant Colleague's Drink To Stop Her From Taking Leave
In an incident that has sparked outrage on social media in China, an employee at a government-affiliated institution has been accused of 'poisoning' her pregnant colleague to prevent her from taking maternity leave. According to the South China Morning Post, the incident came to light when the employee was caught in a video, adding a suspicious substance to her co-worker's drink.
Notably, the said employee had been regularly spiking her colleague's water bottle. Noticing the strange taste, the pregnant employee initially suspected the office's water supply and switched to boiled bottled water. However, when the strange taste persisted, the expectant mother suspected that someone might have been tampering with it. She then decided to use her iPad to video her desk and caught her colleague in the act.
In the video, a woman wearing a black vest is seen approaching her desk, opening a small bottle and pouring a powder-like substance into it on the desk before leaving quickly.
According to SCMP, the employee took the bizarre step because she did not want her colleague to take maternity leave as she could not manage the increased workload alone.
The victim has now reported the incident to the police and the authorities are investigating. The staff at her organisation are waiting for the results of the police investigation before taking action.
A lawyer told National Business Daily that if the woman's actions were driven by an intent to harm, it could constitute a crime of injury, regardless of whether the substance was toxic or caused actual physical harm.
The incident has left internet users shocked and outraged at the woman's vicious actions.
''Poisoning someone just because you do not want them to take leave? Has she been watching too many police dramas,'' one user said.
Another commented, ''How did such a person even get through the exams to work at a government-linked institution? It seems exams can only weed out academically poor candidates, not the morally corrupt.''
A third said, ''We're all here just trying to earn our bread, why be so malicious? She is too dark.''

India's Tour Of Australia Test Schedule Announced. Check Full Details
Australia has released details of the schedule for their upcoming home summer, which includes the visit of India for the five-match Test series with Perth to host the opening Test. The five-match Test series against Rohit Sharma's side will commence in Perth on November 22, with further Tests to be held in Adelaide (day-night), Brisbane, Melbourne and Sydney right up until the start of the New Year. It will be the first time since the summer of 1991/92 that Australia and India have played a five-match series as part of the Border-Gavaskar Trophy, which will provide both teams with a good opportunity to further cement their place in next year's ICC World Test Championship final.
Australia claimed bragging rights when winning the most recent World Test Championship final at The Oval last year, but India has held the coveted Border-Gavaskar trophy since 2017 on the back of consecutive series triumphs away from home.
Cricket Australia CEO Nick Hockley is looking forward to welcoming India to Australian shores later this year and is predicting a tight contest between the evenly-matched sides.
"This is one of the most highly anticipated summers of cricket in memory with the eyes of the cricket world focused on the extended Border-Gavaskar Trophy series and the multi-format Women's Ashes," Hockley said as quoted by ICC.
"Fittingly, the Border-Gavaskar Trophy has been put on the same footing as The Ashes with a five match Test Series for the first time since 1991-92 and we're confident the schedule will maximise viewership and attendances and there will be a tremendous atmosphere in stadiums across the country."
The visit of Pakistan will commence Australia's home summer, with the Asian side to play three ODIs and three T20Is at the start of November, before the action hots up even further with the Test series against India.
India's women's side will be in Australia at the same time as their male counterparts, with three ODI matches planned to take place at the start of December as part of the women's schedule also announced by Cricket Australia on Tuesday.
Australia will take on New Zealand in three ODIs in September following the Women's T20 World Cup in Bangladesh, before three games against India in Brisbane and Perth on December 5.
Australia's attention will then turn to the multi-format Women's Ashes series against England, which consists of three ODIs, three T20Is and a historic day-night Test match at the MCG at the end of January.

Chennai was witness to yet another win of their favourite Chennai Super Kings against Royal Challengers Bengaluru on Friday. This time it happened in the first match of the IPL 2024. For RCB, the positives were the performances of Dinesh Karthik and Anuj Rawat in the middle order. However, the top-order left a lot to be desired as they lost the first five wickets before reaching the score of 80. The match also witnessed banter between Ravindra Jadeja and Virat Kohli.
It happened as Jadeja was bowling an over to Cameron. During that over, Jadeja tried to scare Kohli with the ball. As he was walking back after the banter, Kohli said: "Abbey Saans to lene de usko". He was referring to the quick overs that Jadeja bowl in a short span of time.

Mustafizur Rahman set it up with his bagful of cerebral variations before Ravindra Jadeja and Shivam Dube got the job done with their superlative finishing skills to script a comfortable six-wicket win for Chennai Super Kings over Royal Challengers Bengaluru in the IPL opener on Friday. CSK, who have not lost to RCB at home since 2008, thus kept their enviable record intact.
Mustafizur, with his best ever IPL figures of 4/29 in four overs, was largely responsible for restricting RCB to 173 for six on a good batting track, where a 95-run sixth wicket stand off 50 balls between Anuj Rawat (48 off 25 balls) and Dinesh Karthik (38 not out off 26 balls) was the visitors' only saving grace.
Jadeja (25 not out off 17 balls) brought his oodles of experience just when things could have got tricky in the run chase, hurrying a rusty Dube (34 off 28 balls) into completing some quick doubles to complete the chase in 18.4 overs. Dube also grew in confidence in Jadeja's company towards the end as he finished the chase in a jiffy.
Credit should also be given to Rachin Ravindra (37 off 15 balls), who teed off in brilliant fashion with three sixes and as many boundaries to set the tone.
Ajinkya Rahane (27 off 19 balls), who had a forgettable Ranji season with the bat, also hit a couple of sixes before a great piece of outfielding by Glenn Maxwell saw his back.
Dube and Daryl Mitchell (22 off 18 balls) were peppered with short balls from Alzarri Joseph and Cameron Green with the latter falling prey to one such delivery.
When RCB batted, Mustafizur brought back memories of his rookie days but an impressive rear-guard action from Rawat took RCB to a fighting total.
Rawat, who initially was cautious, launched into Tushar Deshpande, whose natural length is on the shorter side. Three sixes and a four in the 18th over turned the course as RCB knocked 83 runs in their last six overs. Rawat hit four fours and three sixes in his innings.
This was after Mustafizur took four wickets in his first two overs to reduce RCB to 78 for five.

Opinion: Simultaneous Polls May Help Regional Parties Much More Than BJP
Simultaneous elections are in the news again with the One Nation One Election panel, led by ex-President Ram Nath Kovind, submitting its final recommendations to the current President Droupadi Murmu. The commission has recommended that the government must develop a legally tenable mechanism to restore the cycle of simultaneous elections.
The ruling Bharatiya Janata Party (BJP) has maintained that the rationale for considering simultaneous elections is that it would reduce election-time expenses, time and energy. But the opposition, led by the Congress, sees this as an attempt by the BJP to nationalise state elections to benefit itself. The parties fear that the BJP, with its pole position in national politics, will eventually overshadow regional players in state battles.
Simultaneous Polls In Recent Years
India saw simultaneous polls in 2014 in Telangana, Andhra Pradesh, Odisha, Sikkim and Arunachal Pradesh, and then again in 2019 in all these but Telangana. Except in Arunachal Pradesh, regional parties not only won the state election in the remaining four states but also went on to register maximum seats in the general elections.
The Bharat Rashtra Samithi (BRS) of Telangana won 53% of assembly seats and 65% of the Lok Sabha seats in Telangana in 2014. In 2019, the Yuvajana Sramika Rythu Congress Party (YSRCP) won 86% of the assembly seats and 88% of the Lok Sabha seats in Andhra Pradesh. In Odisha, the Biju Janata Dal (BJD) won 80% of seats in the state elections and 57% in the Lok Sabha polls, and in Sikkim, the Sikkim Krantikari Morcha (SKM) won 53% of assembly seats and 100% of the Lok Sabha seats in the state. The BJP, meanwhile, won 68% of assembly seats in Arunachal Pradesh and 100% of the Lok Sabha seats there.
In terms of votes, we see identical vote shares in Lok Sabha and state elections for the top three parties in these states, with the difference between the two being in the ± 2.5% range for Andhra Pradesh and Telangana. The trend held in Odisha too, but there the BJP registered a much higher vote share in the national elections (6 percentage points more than its share in the assembly polls), largely at the expense of the Congress and others. The YSRCP, the Jana Sena and the Telugu Desam Party (TDP) in Andhra Pradesh, the BJD and the Congress in Odisha, and the BRS, the BJP-TDP combine and the Congress in Telangana registered almost similar vote shares in the assembly elections in their respective states and the Lok Sabha polls. A similar trend is visible in Sikkim and Arunachal Pradesh, where the BJP got a slight boost in the general elections.

The absolute numbers of votes polled also show a similar pattern. The YSRCP, the TDP and the Jana Sena got almost a similar number of votes in both the assembly and Lok Sabha elections in Andhra Pradesh. The same was the case for the Telangana Rashtra Samithi (TRS, now rechristened BRS) and the BJP-TDP alliance in Telangana, as well as the BJD and the Congress in Odisha. Only the BJP got a higher number of votes in Arunachal Pradesh, Odisha and Sikkim in the Lok Sabha polls due to the national character of the elections. Interestingly, in Arunachal Pradesh, the Congress, too, did better in the national elections.

In Andhra Pradesh, which has been seeing simultaneous elections since 1999, whichever party wins the state elections goes on to win the maximum Lok Sabha seats in the state too. Karnataka also witnessed simultaneous polls in 1999 and 2004, and a similar trend was visible here, too. The Congress won a simple majority in the state elections in 1999 as well as the maximum Lok Sabha seats - 18 of the total 28. Later, in 2004, the BJP emerged as the single largest party in the assembly elections and also went on to win 18 of the 28 seats.
History of Simultaneous Polls
Assembly and national elections were held simultaneously in India from 1952 to 1967. The Congress party ruled at the Centre as well as in a majority of states, except for intermittent periods in Kerala and Odisha.
It got more than 350 seats in the Lok Sabha elections in 1952, 1957 and 1962. This was because the party had stalwart leaders like Nehru not only at the national level but also in states. Morarji Desai in Mumbai, Neelam Sanjeev Reddy in Andhra Pradesh, Bidhan Chandra Roy in West Bengal, Govind Ballabh Pant in Uttar Pradesh, K. Kamraj in Madras, Yashwant Rao Chavan Maharashtra and Krishna Singh in Bihar were a few such politicians. There was also, of course, the fact that political competition to the Congress was much less, initially. The party's leadership helped it win state elections and also elect the maximum number of parliamentarians from their respective states in national polls.
In the 1952 elections, for instance, the percentages of seats won by the Congress in national and state elections were similar for the top five states - Bihar, Uttar Pradesh, Bombay, Madras and West Bengal.
The 1967 elections marked the end of the Congress's unchallenged supremacy. The party could not secure a simple majority in eight of the 16 states, where non-Congress governments were installed. For the first time in the Lok Sabha, the Congress failed to muster 350-plus seats, and its tally dipped to 283.
Regional parties and breakaway groups dented the grand old party's chances in many states, which was also reflected in the Lok Sabha elections. It lost seats in Bihar, Madras, Uttar Pradesh, Odisha, Punjab, Kerala and West Bengal.
Who Benefits From One Election
The results of the 1967 elections and the simultaneous polls in a few states in 2014 and 2019 show that strong regional parties tend to benefit in the Lok Sabha elections when polls are held together, because split-voting, that is, voting differently in state and national elections, is limited to urban centres. Voters choose different parties only when assembly and general elections are held at different times. The BJP's sweep in Delhi in the 2019 general polls, followed by the Aam Aadmi Party's (AAP) victory in state elections just a year later in 2020, underlines this.
So, contrary to popular notion, the BJP may not be the sole gainer in simultaneous elections. Strong regional parties stand to benefit too - in fact, it should not be a surprise if they go on to win a few extra Lok Sabha seats as well in their respective states.

2 Dead Babies Found In Glass Bottles By Cleaner In Hong Kong
A cleaner discovered two dead baby boys in glass bottles in the living room of an abandoned rented Hong Kong flat on Saturday, as per a report in Fox News. A man and a woman, who are believed to be the parents of the two boys, have been detained.
At a briefing, officials stated that they are continuing to look into the two boys' deaths. Both seemed to be less than a year old. "The bodies were soaked in liquid and kept in bottles that were placed in the corner of the living room," the report added. The bodies were found after the landlord sent a cleaner to the house since the flat had been vacated.
To ascertain the exact age of the babies and to understand whether they were dead at birth, Chief Inspector Au Yeung Tak of the New Territories North division informed reporters that an autopsy would be conducted. He added that the bottles were 30 centimetres tall and the bodies had no obvious signs of injury.
Two people, a 22-year-old woman and a 24-year-old man, were taken into custody on suspicion of unlawful body disposal. According to Mr. Au Yeung, they are thought to be a couple. The man is reported to be a warehouse worker and the woman works in public relations.
In a similar incident, a one-year-old girl was found hidden a in dresser drawer at a home in Oklahoma, USA. Authorities believe Roan Waters, her mother's boyfriend, killed her and hid her body in a drawer in an abandoned house close to Morgantown. Her death was classified as a "homicide of unspecified means."

US Diver Recovers Hundreds Of Apple Watches, Warns About Watch Bands
A diver from Illinois, Darick Langos, has a warning for Apple Watch users: be cautious with the original bands. Mr Langos, who retrieves lost items in Indiana's Chain O' Lakes through his Scuba Bear Diving Recovery Service, has recovered a staggering 200 Apple Watches from underwater. He noticed that most of these watches had their original bands, which he believes can slip off during water activities.
"The ones with the sports bands ... they do not stay on in the water," Mr Langos told Shaw Local.
Mr Langos not only looks for watches hired by clients but also discovers lost items during his dives. Importantly, he makes it a point to return all recovered items to their owners and has never sold anything, including a valuable white gold ring.
While Apple Watches are his most common finds, Mr Langos also retrieves smartphones, jewellery, and prescription glasses during his underwater adventures. His message is clear: Apple Watch owners should be wary of the original bands when engaging in water activities.
He's built those two passions-scuba diving and metal detecting-into a business, Scuba Bear Diving Recovery Service. For a fee, and depending on what was lost and where, Mr Langos will search for lost property.
"It is a good paying gig, but super niche," Mr Langos said, adding, "I am the cheapest guy I know of. I don't charge if I can't find it."
As per the news outlet, as far as Apple Watches go, most still take a charge, but because they are locked, it's difficult to get them back to their owners. If he can send a "call this number" message to the watch that forwards to a cellphone, then he has been able to return it. Cellphone companies have mostly shown disinterest in getting the device back to owners.
Mr Langos is upfront about his capacity to find items lost in the lake, he said. If the owner is 99% certain of where the lost property may be, he can go look for it. If the property is "somewhere out in the middle of the lake," he's less likely to find it.

Fact-Finding Team Led By Retired Judge Stopped By Cops On Way To Sandeshkhali

England Great Calls Ranchi Pitch A 'Shocker', After Root's Ton Does U-Turn
The pitch at Ranchi for the fourth India vs England Test has been under lot of focus. Though so far, there are demons as such which are likely to create a noise, the discussions around it have been immense. From confusing Ben Stokes on the eve of the Test match to being referred to as 'shocker, the Ranchi pitch has seen it all. On Saturday, on Day 2 of the game, Ollie Robinson gifted away his wicket after making a career-best 58 that resulted in England's first innings ending at 353 even as Joe Root remained unbeaten on 122.

In the middle, of those two posts Vaughan lauded Joe Root for shunning the aggressive 'Bazball approach' and scoring a ton. "Lovely to see Common sense Ball .. #INDvsENG," he wrote.

Clearly, the way England batter Root dealt with the Indian bowling and the pitch made Vaughan change his opinion.
In their reply, India lost skipper Rohit Sharma (2) cheaply to be 34 for one at lunch, trailing England by 319 runs. Veteran James Anderson saw the back of Rohit with a delivery that moved away slightly off the surface after pitching on a perfect length, taking edge from Indian captain's bat that was taken by Ben Foakes.
Yashasvi Jaiswal (27 batting) was his usual confident self and giving him company was Shubman Gill (4) at the break.
England added 51 valuable runs to their overnight total of 302/7 as the Indian attack failed to make early penetration. The last five England batters added 241 runs after being 112/5 at lunch on the opening day.
While Mohammed Siraj (2/78) erred in his line and length, debutant Akash Deep could not add to his tally of three wickets to return with 3/38 from 19 overs.
For India, Ravindra Jadeja took all the three wickets to return with 4/67 from his 32.5 overs.
Root, who dug in deep with his classical century spanning a little more than six hours, remained stranded on 122 from 274 balls (10x4).
