कंटेनमेंट-नॉन कंटेनमेंट जोन में पूरे इलाके को बांट दिया गया है. इसके हिसाब से वहां पर छूट और पाबंदियां रखी जा रही हैं. कंटेनमेंट जोन में केवल आपातकाल सेवाओं को मंजूरी मिली है. जबकि नॉन कंटेनमेंट जोन में गृहमंत्रालय की गाइडलाइन के मुताबिक रियायतें दी गई हैं.
